The San Antonio Early Childhood Developmental Department

 

PURPOSE

The creation of  “The San Antonio Early Childhood Developmental Department” is to have an authoritative governing body with jurisdiction over all children ages 0 to 3 who live in the city limits of San Antonio, Texas, for the sole purpose of monitoring the progress of early childhood brain development.

 

The mission of  “The San Antonio Early Childhood Developmental Department” is to maximize the mental capacity of every child on an individual basis by stimulating the neurons, neural pathways, synapses and circuits in the brain so that each child may live up to their intellectual potential. The authoritative governing body of  “The San Antonio Early Childhood Developmental Department” will work together with parents so that we as a community can prepare for the proper placement of all children and afford every child the opportunity to the highest level of

education possible.

 

I.

The San Antonio Early Childhood Developmental Department

 

MANDATE

 

New Ordinance (1):

Both parents, the mother and father will be required to register their children with “The San Antonio Early Childhood Developmental Department.” If both parents names are not on the registration form, an investigation will be scheduled by an officer from “The San Antonio Early Childhood Developmental Department” to see why the child has a limited opportunity to education and early childhood brain development.

 

New Ordinance (2):

A $25 fee will be added to the cost of a birth certificate in the city of San Antonio, Texas for administrative purposes to register a child with “The San Antonio Early Childhood Developmental Department.” If parents cannot afford the $25 fee, an investigation will be scheduled by an officer from “The San Antonio Early Childhood Developmental Department” to see why the child has a limited opportunity to education and early childhood brain development.

 

II.

The San Antonio Early Childhood Developmental Department

 

New Ordinance (3):

Both parents, the mother and father of every child, ages 0 to 3 residing in the city limits of San Antonio, Texas, will be required to attend free scheduled early childhood brain development classes sponsored by “The San Antonio Early Childhood Developmental Department.” If both parents fail to show up for the free scheduled classes, an investigation will be scheduled by an officer from “The San Antonio Early Childhood Developmental Department” to see why the child has a limited opportunity to education and early childhood brain development.

 

New Ordinance (4):

Parents who fail to participate in practicing early childhood brain development techniques with their children will be held legally accountable for child abuse, child neglect and/or child endangerment and will be reported to CPS by an officer of  “The San Antonio Early Childhood Developmental Department.”

 

III.

The San Antonio Early Childhood Developmental Department

 

New Ordinance (5):

Parents who already have a history of practicing early childhood brain development with their family can test out of the program by simply having their doctor sign a legal document provided by “The San Antonio Early Childhood Developmental Department,” exempting them from being governed.

 

New Ordinance (6):

All for-profit and non-profit organizations will be required to pay an annual E.C.E. (Early Childhood Education) permit in order to operate in the city limits of San Antonio, Texas. The E.C.E. permit

fee will be assessed based on the organization’s gross income.

 

New Ordinance (7):

No entity or individual can fund raise for or in the name of  “The San Antonio Early Childhood Developmental Department.” Any entity or individual caught fund raising for the purpose of Early

Childhood  Education will be prosecuted to the fullest extent of the law for fraud.

 

IV.

The San Antonio Early Childhood Developmental Department

 

ADMINISTRATIVE STAFF

The “San Antonio Early Childhood Developmental Department” will consist of the following: Board of Directors, a superintendent, administrative professionals, counselors, officers and volunteers.

 

The San Antonio Mayor and City Counsel Members will select through the voting process the Board of Directors and oversee the hiring and set rate of compensation for the Administrative Staff. Board members will have legal and fiduciary duties, this includes reviewing and approving budgets to protect the organization’s assets. Board members will approve major organizational decisions including planning for programs and related expenditures, working cooperatively with the San Antonio Mayor and City Counsel Members.

 

Board members will need to communicate their plans and any progress to the San Antonio Mayor, City Counsel Members and other partners.

 

V.

The San Antonio Early Childhood Developmental Department

 

Board members are responsible for advancing the mission of the organization. Much of the work that board members do during meetings is related to guiding and directing the mission of the organization. Part of that work requires working with  the San Antonio Mayor, City Counsel Members and other partners making sure the organization has the resources to advance the mission. Board members need to oversee the day-to-day operations and have foresight in planning programs and operations.

 

VI.

The San Antonio Early Childhood Developmental Department

 

EDUCATE

All curriculum and instructional materials will be approved by the Board of Directors for the sole purpose of early childhood brain development. Informing and educating the parents of all children born in the City Limits of San Antonio, Texas will take priority over all other issues. All curriculum and instructional materials will be placed on “The San Antonio Early Childhood Developmental Department” website for free.

VII.

The San Antonio Early Childhood Developmental Department

 

EVALUATE

Both parents and children ages 0 to 3 will be assessed every six months by counselors from  “The San Antonio Early Childhood Developmental Department” at free scheduled classes to monitor the progress of their child’s brain development. Counselors will work together with the parents to assess

the child's progress and make recommendations on how to proceed putting the best interest of the child first.
